Thanks Portland Tribune, the Urban Growth Boundary, an ongoing influx of people relocating to the region, an up-and-down local economy, politicians, bureaucrats, greedy landlords, condo developers, other socioeconomic factors beyond my understanding and anyone or anything else I've failed to mention.
